Compliance Matrix

A structured document mapping every tender requirement to the supplier's response, compliance status, and supporting evidence. The compliance matrix is the core deliverable in a medical device tender response.

A compliance matrix (also called a requirements response matrix or technical response table) is the central document in a medical device tender response. It maps each tender requirement to the supplier's answer.

Standard compliance matrix structure

Each row in a compliance matrix contains: the requirement number, the requirement text as stated in the tender, the supplier's compliance status (compliant, partially compliant, non-compliant), the specific product or configuration that meets the requirement, and the evidence reference.

Automation impact

Manually building a compliance matrix for a 200-row tender takes 30-40 hours. Automated spec matching can pre-populate the matrix in minutes, leaving the response team to review matches and focus on edge cases rather than data entry.
