What usually fits

A one-way or mutual NDA. A first distribution appointment. A single employment contract or a first EOR. A SAFE. A termination or settlement. One DPA attached to one MSA you already have.

What does not fit without splitting

A twelve-country partner program. A weekly SOW flow. Annual privacy updates across a group. Those belong on an annual module, still as Matter Packs per matter.

Can a DPA plus an MSA be one matter?

If both are named in the pack as the defined set, yes. An unnamed pile of PDFs is not a defined set.
