One named contract — or a defined set named in the pack — one price. If the project changes, a change order states the new scope and the new price before work continues.
What does not fit without splitting
A twelve-country partner program. A weekly SOW flow. Annual privacy updates across a group. Those belong on an annual module, still as Matter Packs per matter.

Can a DPA plus an MSA be one matter?
If both are named in the pack as the defined set, yes. An unnamed pile of PDFs is not a defined set.
When should we switch to an annual module?
When the work is a program: many NDAs, a SOW flow, a channel net, rolling privacy updates.
